3 NUMMER 7/8 - AUGUSTUS 2025 ACTUEEL Lager plafond Het plafond van de eisen aan bouwkwaliteit gaat in Nederland weer omlaag. Ik zie je denken: omlaag? Eisen aan bouwkwaliteit worden toch juist steeds hoger? Helaas niet, nu minister Mona Keijzer van VRO met een kapmes door het oerwoud aan regelgeving gaat om vrije banen te creëren zodat we sneller kunnen bouwen. Op de autosnelweg zijn we jaren geleden teruggegaan van 130 naar 100 km/hr, maar in de bouw moeten we juist weer versnellen. En dat kan volgens Mona Keijzer onder meer door regels te versoepelen en vereenvoudigen. Met die ambitie is eind vorig jaar het programma Schrappen Tegenstrijdige en Overbodige Eisen en Regelgeving (STOER) gestart. STOER richt zich op het verminderen van regeldruk en het wegnemen van belemmeringen die de woningbouw vertragen. Een externe adviesgroep onder leiding van Friso de Zeeuw, met vertegenwoordigers uit de bouwsector, wetenschap en decentrale overheden, is gevraagd om met concrete voorstellen te komen. Mona Keijzer is daar blijkbaar enthousiast over, want nagenoeg alle aanbevelingen worden overgenomen. Plafondhoogtes gaan terug van 2,60 naar 2,50 meter en de deurhoogte van 2,30 naar 2,10 meter. Kunnen we die oude deuren uit een slooppand in ieder geval weer zonder problemen hergebruiken, denk ik dan. Maar basketballers en andere lange mensen moeten dan weer bukken bij de deur. Trappen mogen ook steiler worden: heb je minder ruimte nodig in de woning. Fijn voor het toenemend aantal ouderen. Straks moeten ze allemaal een traplift. Wat kost dat wel niet? Ook wordt voorgesteld de nieuwe NEN-norm voor daglichttoetreding niet op te nemen om kostentoename te voorkomen. Die norm introduceert een nieuwe rekenwijze voor daglichttoetreding, waarbij gebruik wordt gemaakt van 3D-modellen en software. Nou ja, dan maar wat donkerder in huis. Ook worden interne geluidseisen versoepeld. Hopen dat de kinderen niet te vroeg wakker worden. Milieuprestatie-eisen worden verder niet aangescherpt en nestkasten in daken en gevels blijven vrijblijvend. Wie ik ook spreek: niemand heeft begrip voor deze afkalving van het kwaliteitsniveau. We bouwen al natuurinclusief, met hogere deuren, hogere plafonds en luiere trappen. Daar zitten de extra kosten en vertragingen ook nauwelijks. Die zitten vooral in de alsmaar stijgende materiaal-, arbeids- en grondkosten, stikstofperikelen, te kort aan vakmensen en ellenlange procedures in Nederland. Laten ze daar maar iets aan doen, in plaats van een steilere trap. INHOUD COLUMN ING. FRANK DE GROOT EN JAN SNEL BEELD: JAN SNEL WAT IS PREFAB BOUWEN? Prefab bouwen (kort voor ‘prefabricatie’) is een bouwtechniek waarbij losse bouwdelen van een gebouw, zoals wanden, vloeren of daken, vooraf in een fabriek worden geproduceerd. Deze elementen worden vervolgens naar de bouwplaats vervoerd en daar ter plekke geassembleerd tot een compleet gebouw. De voordelen van prefab bouwen, ten opzichte van traditionele bouw: • Kortere bouwtijd op locatie. • Minder weersafhankelijkheid. • Consistente kwaliteit. • Lagere kosten door efficiëntie. Er is bij prefab bouwen minder tijd nodig dan traditionele bouw, waar je echt vanaf nul op locatie moet beginnen en weersomstandigheden ook meespelen. Toch blijft prefab bouwen sterk afhankelijk van werkzaamheden op de bouwplaats. Het assembleren van de losse elementen op de locatie kost nog altijd redelijk veel tijd en arbeid. CERTIFICERING Bedrijven die prefab woningen bouwen op basis van prefab bouwdelen die op de bouwplaats worden geassembleerd tot een woning kunnen een typegoedkeuring krijgen op basis van de beoordelingsrichtlijn BRL 7703. Deze bestaat uit twee delen, te weten: • Deel 1 - Ontwerp van de grondgebonden industriële woningen. • Deel 2 - Assemblage van de grondgebonden industriële woningen op de bouwplaats. Er is certificatie mogelijk op basis van het ontwerpproces (deel 1) en het bouwplaatsproces (deel 2) en de certificering is materiaalonafhankelijk. De BRL 7703 is aangewezen als Erkende Kwaliteit Verklaring en toont aan dat een woning voldoet aan de wettelijke eisen uit het Besluit bouwwerken leefomgeving (Bbl). WAT IS MODULAIR BOUWEN? Jan Snel is gespecialiseerd in ‘modulair bouwen’. Dat gaat een stap verder dan prefab. In plaats van losse onderdelen, worden bij modulair bouwen complete, kant-en-klare modules (ook wel ‘units’ genoemd) geproduceerd in een geconditioneerde fabriek. Denk hierbij aan volledig ingerichte ruimtes, inclusief installaties, vloeren, muren, plafonds, ramen, verlichting en soms zelfs meubels (afhankelijk van de wensen van de klant). scoort modulair bouwen hoger: doordat de modules grotendeels herbruikbaar zijn, is het bouwproces circulair en wordt de CO2-uitstoot aanzienlijk verlaagd. Daarnaast biedt modulair bouwen meer flexibiliteit: modules kunnen op een later moment worden verplaatst, aangepast of zelfs volledig worden heringericht. Dit maakt het systeem zeer geschikt voor tijdelijke én permanente toepassingen in onder meer de zorg, het onderwijs, de industrie of woningbouw. Tot 80% van de modulaire componenten kan opnieuw worden ingezet op andere locaties of in andere configuraties. Dankzij gestandaardiseerde productie onder gecontroleerde omstandigheden is de kwaliteit hoog en zijn de faalkosten laag. TOEPASSING MODULAIR BOUWEN Modulaire bouw is breed inzetbaar. De toepassingen zijn vrijwel eindeloos: • Tijdelijke of permanente woningbouw. • Onderwijshuisvesting, zoals tijdelijke klaslokalen. • Kantoorruimte voor groeiende bedrijven of tijdens verbouwing. • Noodhuisvesting en vluchtelingenopvang. • Industriële huisvesting voor personeel op locatie. CONCLUSIE Modulair bouwen is een geavanceerdere vorm van prefab bouwen. Hoewel prefab bouwen een grote stap vooruit is ten opzichte van traditionele bouw, biedt modulair bouwen een nóg slimmere en duurzamere manier om aan de groeiende vraag naar flexibele huisvesting te voldoen. Modulaire bouw is een bouwsysteem dat verder gaat in snelheid, efficiëntie en duurzaamheid. En dankzij die snelheid, kwaliteit, circulaire mogelijkheden en minimale overlast is modulair bouwen hét antwoord op de bouwopgaven van vandaag én morgen. Als we het over prefab bouwen hebben, komt ook regelmatig de term ‘modulair bouwen’ voorbij. Hoewel deze termen regelmatig door elkaar worden gebruikt, zijn er duidelijke verschillen. In dit artikel legt Jan Snel, onderdeel van Daiwa House Group, uit wat de verschillen zijn en waarom modulair bouwen dé toekomstbestendige oplossing is voor snelle, flexibele en duurzame huisvesting. Deze modules worden vervolgens in hun geheel naar de bouwplaats getransporteerd, waar ze in korte tijd worden samengevoegd tot een gebouw. Op locatie hoeven enkel nog de aansluitingen, afwerkingen en buitengevels te worden aangebracht. De voordelen van modulaire bouw: • Tot 50% tijdsbesparing. • Minimale weersafhankelijkheid. • Hoge kwaliteit door gecontroleerde productie. • Minder hinder op locatie (minder verkeer, geluid, overlast). • Lagere CO2-uitstoot en hoge mate circulariteit. CERTIFICERING Bedrijven die modulaire woningen bouwen kunnen een typegoedkeuring krijgen op basis van de beoordelingsrichtlijn BRL 0903. Er is een deel 1 voor casco-modules en een deel 2 voor het samenstellen van een gebouw met die modules op de bouwplaats (procescertificaat). Ook BRL 0903 is aangewezen als Erkende Kwaliteit Verklaring en toont aan dat een woning voldoet aan de wettelijke eisen uit het Besluit bouwwerken leefomgeving (Bbl). Jan Snel heeft een Erkende Kwaliteit Verklaring op basis van BRL 0903-1. Er wordt gewerkt aan certificering op basis van BRL 0903-2. Die is in Nederland nog niet afgegeven. PREFAB VERSUS MODULAIR BOUWEN Als we de twee naast elkaar zetten zijn er duidelijke verschillen in aanpak, snelheid en flexibiliteit. Bij prefab bouwen worden alleen losse elementen in een fabriek geproduceerd om pas op de bouwplaats tot een gebouw te worden geassembleerd. Dit betekent dat er op locatie nog veel werk nodig is om alles in elkaar te zetten en af te werken. Bij modulair bouwen worden in de fabriek al volledig ingerichte modules gebouwd en kunnen deze modules als een bouwpakket in elkaar gezet. Waar prefab bouwen de bouwtijd op locatie al verkort ten opzichte van traditionele bouw, gaat modulair bouwen nóg verder en kan het proces tot wel 50% sneller verlopen. 5 NUMMER 7/8 - AUGUSTUS 2025 ACTUEEL COLUMN JOHAN OLTVOORT Al een paar keer heb ik geschreven over het bouwen van een circulaire bedrijfshal naast onze modelwoningen in Lochem. Nu wat kanttekeningen over het proces. Het aanvragen van de omgevingsvergunning ging voorspoedig. Acht weken na de aanvraag kregen we bericht dat de vergunning verleend was en na nog eens zes weken bleek dat er geen bezwaren waren ingediend. Mooi, denk je dan. Ondanks dat het in de ogen van de architect een uitbreiding en verbouwing was, vond de gemeente dat het viel onder de Wet kwaliteitsborging voor het bouwen (Wkb). Na wat heen en weer praten kreeg ik het inzicht om er een leerproject van te maken. Wat wij meemaken, maken onze klanten ook mee. Gelukkig hadden we een borger met heel veel geduld. Het is toch wel een ding om alle tekeningen te uploaden en vervolgens de planning in het systeem te zetten en elk vinkje goed te zetten. Hier hebben we veel van geleerd. REURING We hadden besloten om in een bouwteam te bouwen, met daarin een bouwkundige aannemer, staalbouwer, installateur en aannemer grondwerk. Betrouwbare partners waar we zakelijk ook mee samenwerken. Het voelt goed om het samen te doen. Elkaar te helpen om door de procedures van de borger heen te komen. Een melding gemaakt bij de gemeente over de start bouw. Heerlijk die ruwbouw. Fundatieplaten, balken met ingestorte ankers, geïsoleerde kanaalplaatvloeren, betonwanden, stalen sandwichpanelen. Als een speer ging de bouw. Met een paar weken stond de hal. En dan ga je afbouwen: ’s nachts de druklaag vlinderen, reuring in de hele buurt. Uitleggen dat door te praten het beton niet sneller hard wordt, helpt niet. Politie legt de werkzaamheden stil. Een dag later 20 boeketten bloemen laten bezorgen. Een buurman die een deuk in de auto had geconstateerd. Niemand had het gezien of gedaan. Oké, Olcas pakt de rekening hiervan op. GEBRUIK Eén hal is verhuurd, de andere hal is bedoeld voor ons om klanten te laten zien hoe je een hal circulair, duurzaam en efficiënt kunt bouwen. Hoe het werkt met de prefab fundering, de tweezijdig gladde wanden, betonwanden met mos afwerking en een betontrap. Toen een oproep van de voedselbank kwam voor een locatie, was het voor ons duidelijk dat we iets voor de gemeenschap van Lochem konden terug doen. Immers in 2018 zorgde een wethouder ervoor dat we op dat mooie stukje grond aan de Leichelweg mochten bouwen. Maar ja, een voedselbank past niet in het bestemmingsplan. Dan maar een BOPA procedure opstarten om van een bedrijfsmatige bestemming naar een tijdelijke maatschappelijke te gaan. Oh ja, nog wel een participatieonderzoek doen. Of iedereen het er in de buurt mee eens is. Na drie keer tijdens het grondwerk een glasvezelkabel te hebben geraakt, een grote hoeveelheid grond die ooit schoon was gekocht en nu lastig was om af te voeren en een alarm dat het maar blijft doen, is het geheel nu opgeleverd. Eind augustus gaat het open. Blij dat we dit hebben mogen doen, het is mooi geworden en precies zoals bedacht. We zijn heel veel wijzer geworden. Ik heb veel bewondering voor de mensen die nu, op dit moment, het initiatief nemen en het lef hebben om nog wat te bouwen. Johan Oltvoort Directeur Olbecon en Olcas Hij geeft maandelijks in BouwTotaal zijn visie op de rol van prefab in de bouw. In de Prefab special van BouwTotaal (nummer 9) uitgebreid aandacht voor de circulaire bedrijfshal. Ervaring in zelf bouwen Eerste mobiele laadplein elektrisch bouwmaterieel in Nederland Bouwbedrijf Heijmans nam begin juni 2025 als eerste in Nederland een mobiel laadplein in gebruik, dat speciaal is ontwikkeld voor elektrisch bouwmaterieel. Met een accucapaciteit van 1,2 megawattuur (MWh) en diverse laders aan boord, maakt deze oplossing het mogelijk om op locatie tot acht accu’s tegelijk op te laden. Een accucapaciteit van 1,2 MWh biedt genoeg stroom om een huishouden vijf tot zes maanden van stroom te voorzien, dan wel goed voor 1.200 wasbeurten. De eerste ingebruikname vond plaats op Schiphol, waar het mobiele laadplein wordt ingezet voor werkzaamheden aan de Buitenveldertbaan. Hier is een zogenoemde ‘asfalttrein’ – oftewel alle benodigde machines om te asfalteren -– volledig elektrisch en emissieloos in gebruik, waaronder asfaltspreidmachines, walsen en kleefwagens. BELANGRIJKE STAP RICHTING DUURZAAM BOUWEN Met het mobiele laadplein zet Heijmans een grote stap in de versnelling naar emissieloos bouwen, in lijn met haar duurzaamheidsambities. Heijmans streeft ernaar om uitsluitend duurzame oplossingen en werkmethoden in te zetten en in 2030 geen CO2-uitstoot in scope 1 en 2 meer te hebben. Door de inzet van mobiele laadvoorzieningen wordt niet alleen uitstoot van CO2 en stikstof voorkomen, maar ook de efficiëntie op de bouwplaats verhoogd. Ook voor opdrachtgevers in zowel de woningbouw als infra wordt emissieloos werken steeds belangrijker, door de noodzaak om bijvoorbeeld zonder uitstoot van stikstof te bouwen. INNOVATIE Bouwen met elektrisch materieel betekent vaak werken op plekken zonder directe aansluiting op het stroomnet. “Met ons mobiele laadplein brengen wij de stroomvoorziening naar de bouwplaats zelf”, aldus Peter Schellekens, verantwoordelijk voor de inkoop van bouwlogistiek. “Hiermee zorgen we ervoor dat projecten niet alleen duurzamer, maar ook efficiënter en voorspelbaarder verlopen.” Naast deze innovatie blijft Heijmans investeren in vaste laadpunten en het verduurzamen van haar bestaande materieelpark. Waar werken met elektrisch materieel nog niet mogelijk is, kiest Heijmans standaard voor het gebruik van HVO100: een duurzame brandstof die de CO2-uitstoot aanzienlijk vermindert. SLIMME TECHNOLOGIE Deze ontwikkeling past binnen de bredere visie van Heijmans om met slimme technologieën de maakbaarheid van Nederland te vergroten. Door digitalisering, standaardisatie en duurzame innovatie te combineren, wil Heijmans bijdragen aan een leefbare toekomst voor mens, dier en natuur. De nieuwe circulaire ijzerbrandstoftechnologie is ontwikkeld door RIFT. Deze start-up is in 2020 opgericht in Eindhoven. Door ijzer in poedervorm te verbranden in een boiler, kan hoge-temperatuur warmte zonder directe CO2-uitstoot worden geleverd. Het ijzeroxide dat na verbranding overblijft, wordt door het bedrijf met behulp van waterstof weer omgezet naar ijzerbrandstof. Zo ontstaat een circulair systeem. De overeenkomst tussen RIFT en Kingspan Unidek omvat zowel de levering van een Iron Fuel Boiler als een langdurig brandstofcontract. Daarmee is Kingspan Unidek het eerste bedrijf wereldwijd dat deze veelbelovende technologie op industriële schaal gaat inzetten. De Iron Fuel Boiler komt te staan op de productielocatie van het bedrijf in Gemert. De samenwerking is een belangrijke stap in de commerciële uitrol van RIFT’s technologie én een concrete bijdrage aan Kingspans duurzaamheidsambities. VAN LAB NAAR DE PRAKTIJK De planning is erop gericht om de boiler in 2028 operationeel te hebben, in lijn met de gangbare doorlooptijden voor industriële systeemintegratie en vergunningverlening. “IJzerbrandstoftechnologie is niet langer meer toekomstmuziek”, zegt Mark Verhagen, CEO van RIFT. “Kingspan Unidek toont lef en visie door als eerste deze stap te zetten. Samen laten we zien dat verduurzaming van industriële warmte haalbaar én schaalbaar is.” De toepassing van ijzerbrandstoftechnologie sluit aan bij het bredere duurzaamheidsprogramma van Kingspan: Planet Passionate. Daarmee werkt het bedrijf toe naar een CO2-neutrale productie in 2030. De keuze voor ijzerbrandstof draagt hier direct aan bij, zonder benodigde ingrepen in bestaande processen. Het bedrijf wil hiermee maar liefst 90% van haar gasverbruik en CO2-uitstoot (Scope 1) reduceren; een grote stap richting een duurzame toekomst. OPSCHALEN “In onze zoektocht naar oplossingen hebben we veel innovaties voorbij zien komen, maar weinig die echt toepasbaar zijn in onze fabriek,” zegt Gene Murtagh, CEO van Kingspan. “De technologie van RIFT biedt wél een praktische route. Voor ons is dit dan ook meer dan een mijlpaal, want het laat zien hoe verduurzaming en klimaatdoelen in de praktijk kunnen werken.” RIFT wil deze technologie de komende jaren verder opschalen, met steun van partners als PGGM, Invest-NL en het Breakthrough Energy Fellows-programma (BE Fellows). Naast deze eerste toepassing in Nederland, wordt ook internationale uitrol verkend.
